Background of the study
Political party ideology is a critical component that shapes policy direction and governance outcomes at the grassroots level. In Ibadan North Local Government Area, Oyo State, the ideological orientations of political parties play a significant role in influencing local governance practices and developmental priorities. Party ideologies often serve as a framework for policy formulation, guiding decisions related to resource allocation, social services, and infrastructural development (Balogun, 2023). However, the extent to which these ideologies translate into effective governance at the local level remains underexplored. Recent studies suggest that a clear alignment between party ideology and grassroots needs can lead to more coherent and inclusive policies, thereby enhancing service delivery (Adekunle, 2024). Conversely, ideological conflicts and inconsistencies may result in fragmented policies that fail to address the community’s specific challenges (Solomon, 2025). This study critically evaluates how the ideological underpinnings of political parties influence grassroots governance in Ibadan North. It explores both the enabling and constraining effects of party ideologies on local development, drawing on contemporary political theories and recent empirical findings.

Statement of the problem
Ibadan North Local Government Area experiences challenges in achieving effective grassroots governance due to the divergence between political party ideologies and local developmental needs. The disconnect between party platforms and community expectations has resulted in policies that are either overly partisan or inadequately targeted to local issues. This ideological misalignment contributes to inconsistent policy implementation and undermines public trust in local governance structures. The problem is further compounded by intra-party conflicts and the lack of a unified approach to addressing grassroots challenges. This study seeks to investigate the relationship between political party ideology and governance outcomes, identifying the factors that hinder the translation of ideological commitments into tangible development.

Objectives of the study:

  1. To evaluate the influence of political party ideology on grassroots governance in Ibadan North.

  2. To identify the gaps between party ideologies and local developmental needs.

  3. To recommend measures for aligning political ideologies with effective grassroots governance.

Research questions:

  1. How does political party ideology affect governance practices in Ibadan North?

  2. What gaps exist between party ideologies and local community needs?

  3. What strategies can align party platforms with effective grassroots governance?

Research Hypotheses:

  1. H1: Political party ideology significantly influences grassroots governance outcomes.

  2. H2: A misalignment between party ideology and local needs negatively affects service delivery.

  3. H3: Aligning party policies with community priorities will improve governance effectiveness.

Significance of the study
This study is significant as it elucidates the impact of political party ideology on grassroots governance, providing critical insights for policymakers and political actors. By identifying the gaps between ideological commitments and local needs, the study offers recommendations for creating more responsive and inclusive policies. The findings aim to strengthen the connection between political theory and practical governance, thereby enhancing service delivery and community development in Ibadan North (Ajayi, 2024).

Scope and limitations of the study:
This study is limited to examining the relationship between political party ideology and grassroots governance within Ibadan North Local Government Area, Oyo State. It focuses exclusively on the influence of party ideologies on local policy outcomes.
